what is the metal rod in front of a bar counter called and what is it for?

in most english pubs, there is a metal rod running round the base, at the client end of the bar counter. what is it called and what is the purpose of it?

It is there for them to rest there feet on..I don’t remember what it is called but I watched an episode on how it’s made.. They said in olden times it was used for feet to perch on and to get the mud off your shoes. They also said as people became more inebriated they would lose their balance and the rod helped keep them upright.
