What/why is white fungus on wood chips?

I have a white fungus growning in a spreading large cluster on my wood chips outside. It is light in texture and almost foamy looking. It has been raining frequently and also we have several “neighborhood” cats roaming. Does not look like white rot fungus. What else could it be?

It is just a slime mold—caused by your damp conditions. It is completely harmless to you and your plants and will disappear when the rain stops.
